Unnecessary to move the Imports and Exports

Department. There is room to move the

Marine Surveyor upstairs.

The Percebois recommendation should not be

adopted. Experience teaches that to employ

men on both outdoor and office work is

unsatisfactory, especially in this climate, If there be insufficient work for three thiaz

officers out of doors their number should be

reduced.

As regards the work of the clerks it is

neat and up to date, of the general attention

and discipline of the staff there can be no complaint. Supervision in detail which might be performed by the Harbour Master or

Assistant Harbour Master is too much split

up and given to the European Clerks. Insuf

-ficient supervision is given by the

Harbour Master over the receipt of revenue,

too many forms are signed by clerks. We deprecate the use of rubber stamp signatures especially when blank forms are by this means signed in advance. Any clerk in the office could have a rubber stamp of the Harbour Master's signature made for his own use. In the Junk Office a great deal of time is wasted in filling up forms and

counterfoils. See detailed report.

We consider the appointment of an Assistant

Harbour Master still necessary.
